The Food and Agriculture Organization of the United Nations (FAO), leads international efforts to alleviate hunger, eliminate poverty and achieve food and nutrition security for all. To ensure effective and timely delivery of project activities, the FAO Representation in the United Republic of Tanzania now seeks to recruit suitably qualified and experienced candidates for three positions, National IT consultant; Project operations Assistant and Consultant – Governance of land tenure. 
National IT Consultant- Vacancy Announcement NO: 9/2018 
General description of Tasks and objectives to be achieved: The Information Technology consultant will provide a large variety of standard support functions that contribute to the smooth and effective running of all Information and Communication Technology (ICT), within the FAO Tanzania country Office in Dar es salaam and sub-offices in Dodoma and Zanzibar.

Under the overall supervision of the FAO Representative and the direct supervision of the Assistant FAO Representative (Administration), and technical direction of technical officers in FAO-SFS and FAO-RAF to undertake the following tasks:
Act as first point of support in ICT matters, receive, log and monitor requests as per established procedures, responding to ad-hoc queries, and retrieving data;
Provide 1st and 2nd level support to resolve IT-related issues pertaining to FAO standard equipment; escalate those issues that cannot be solved to the Regional IT Office support IT staff and to the technical team in the IT Division; monitor progress and ensure problem resolution;
Liaise with external technical support providers, following up on user problems until resolution is achieved;
Support the operation and use of the office network infrastructure (wired or wireless LANs, routers, firewalls), internet access and network services (file/print services, security, email backups) in accordance with corporate policies established by the IT Division;
Maintain an inventory of computers, peripherals, software and MISTS equipment; Monitor the Office’s Minimum Security Telecommunications Standards and MISTS equipment; ensure its appropriate maintenance, secure handling and storage, and track loaned equipment.
On behalf of FAO, take part in deliberations of the One UN ICT Working Group in Tanzania
Perform other duties as required.  
02-Project operations assistant- Vacancy Announcement NO: 10/2018 FAO is implementing a project of UN Joint Programme to support Sustainable Agriculture Value Chain Development in Tanzania. The Operations Assistant will work under the overall administrative and functional management of the FAO Representative in Tanzania, and the direct supervision of the Assistant FAO Representative (Programme) and Assistant FAO Representative (Administration) in project management tasks.

General description of Tasks and objectives to be achieved:
The Operations Assistant will be required to undertake the following duties:
  • Assist FAO Country Office in the smooth operational, logistic and financial implementation of project activities;
  • Execute day-to-day work of the administration, finance and procurement/logistics of the project;
  • Assist in the procurement of project inputs by preparing purchase requisition and tracking of its procurement status;
  • Maintain project asset register (expendable and non-expendables) and ensure that assets are properly registered, insured, maintained and safeguarded;
  • Review and certify all administrative and financial documentation for accuracy, appropriateness, correctness and compliance with FAO rules and regulations;
  • Organize Local and International travel of National Project Personnel (NPP) hired under this project i.e. preparation of Travel authorization requests and submission of travel claims.
  • Prepare administrative and financial documents such as purchase requisitions and orders, payment requests, letters of agreement, contracts etc.;
  • Prepare payments and ensure timely payments of vendor services and maintain records of these disbursements/commitments;
  • Assist in organizing of workshops, meetings and training courses including booking of hosting facilities/venues, travels, etc.
  • Undertake monitoring actions related to recruitment and payment of consultants, contractors, and implementing partners in financial, and procurement matters;
  • Prepare financial monitoring reports, and assist in preparation, review and finalization of project work plans, interim and final financial reports;
  • Maintain updated personnel records and other administrative office files related to the project;
  • Consolidate monthly attendance sheets and ensure timely posting of attendance data into the respective systems, maintain project staff leave plans while updating the staff movement register;
  • Draft and prepare routine correspondences of administrative and personnel related matters in close consultation with the Assistant FAOR (Programme) & Assistant FAOR (Administration);
  • Perform any other duties as required.  
Competencies and desired experience
  • University degree in Business Administration, Accounting, Finance or related subjects
  • A Minimum of Five years of professional experience in the field of management, administration, accounting and/or audit, budget or financial management.
  • Working knowledge of English and good command of spoken and written Kiswahili;
  • Computer literacy and ability to effectively use word processing, accounting, financial management systems and other office applications and equipment;
  • Demonstrable knowledge and working experience of United Nations or reputable international organizations will be an added advantage.

03-Consultant – Governance of land tenure – Vacancy Announcement NO: 11/2018
Country Context: Tanzania has developed a new land policy (which is in final stages of approval) and made significant investments in land programmes. In recognition of FAO’s role as a technical agency and broad expertise in land tenure and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) in particular, the Government expressed the need for FAO to provide support to the process of implementing the new Land Policy as well as the VGGT.

Reporting Lines
The Consultant will work under the overall supervision of the FAO Representative in Tanzania, the direct supervision and functional guidance of the Assistant FAO Representative (Programme), and in close collaboration with technical officers in the sub-Regional, Regional and HQ Offices.
Technical Focus
  • Land administration, land tenure governance, land policy and VGGT implementation.
  • General description of Tasks and objectives to be achieved:
  • Support the Government of Tanzania in their efforts to improve governance of tenure in the framework of the VGGT and to implement field project’s land tenure / administration / state land management aspects in line with the VGGT through the provision of policy, strategy and technical support / analysis to various assessments, studies and initiatives;
  • Undertake research and analyse technical, social, economic, environmental, institutional, and technology related information to produce recommendations in support of the delivery of projects, products and services;
  • Produce technical documents to serve project implementation on land tenure, administration, and land tenure governance;
  • Organize and facilitate multi-stakeholder dialogue and processes to contribute to the implementation of land tenure-related aspects of project activities in an inclusive and participatory, gender sensitive way;
  • Facilitate knowledge exchange, capacity development and the collection of good practices through the development of capacity development tools and the organization of meetings, thereby supporting efforts of the Government of Tanzania and partner institutions to improve the governance of tenure;
  • Prepare clear and concise reports on land tenure and land administration; and
  • Collaborate in a multidisciplinary team in work on voluntary guidelines of the responsible governance of tenure.  
Specific Functions
  • Manage land and other tenure – related FAO projects in Tanzania
  • Organize district-level trainings and workshops on the Voluntary Guidelines on Governance of tenure (VGGT);
  • Provide technical advice on the development of a strategy for the new National Land Policy;
  • Liaise and represent FAO-Tanzania at relevant meetings with development partners, national stakeholders and government officials engaged in land governance and land use management issues;
  • Produce a report on land tenure programming in Tanzania and identify potential areas where FAO support could add value to national efforts;
  • Develop proposals on land tenure governance in Tanzania and lead resource mobilization efforts for FAO-Tanzania land tenure programme;
  • Manage and oversee the effective organization of a multi-stakeholder platform on VGGT implementation in Tanzania;
  • Provide technical inputs into concept notes, project proposals and project documents on projects relating to land, such as the UN Women concept note for a joint programme on improving women’s access to land in Tanzania; and
  • Perform any other duties as specified by the supervisor, in support and furtherance of the FAO mission, goals and strategic framework.  
Competencies and desired experience
  • Advanced university degree in Social or Environmental Sciences, or a related field
  • At least 5 years working experience in development and/or implementation of international programmes/projects in the field of land governance or land management
  • In-depth knowledge of and programming experience with the VGGT
  • Extent and relevance of experience in supporting multi-stakeholder platforms in the land sector
  • Extent of experience in project formulation and implementation
  • Good analytical skills, facilitation skills and experience of participatory decision making processes
  • Excellent knowledge of English and basic understanding of Swahili language

Duration: 11 months (237 days)
Remuneration: FAO applicable consultant’s rates.
